How to fill in the capability statement template

  1. Add your firm identity and logo to the header. Replace the header block with your legal business name, logo, tagline, and website so the reader knows who the statement is from before reading a word.
  2. Write four to six core competencies as buyer outcomes. “Civil engineering” is a category; “design and permitting of municipal stormwater systems up to $40M construction value” is a competency a buyer can match to a need. One line each.
  3. Enter three to five past-performance projects. For each: client (or client type, if under NDA), one-line scope, contract value, period of performance, and one measurable outcome. Choose projects that resemble the work you want to win next, not the largest ones you have done. See past performance examples for the exact entry format evaluators prefer.
  4. Prove two to four differentiators. A differentiator is only real if a competitor could not paste it into their own statement. Attach evidence: “in-house drilling crews - no subcontracted site investigation,” or “98% of deliverables accepted without revision across 40 task orders.” Delete anything that begins with “commitment to excellence.”
  5. Complete the company-data and codes block. For US federal work, enter your UEI and CAGE code (from SAM.gov), primary and secondary NAICS codes, and socioeconomic certifications. For commercial or non-US versions, swap in the registrations your buyers verify - bonding, licenses, insurance, ISO certifications.
  6. Add a named contact and export to PDF. Put one named business-development contact with a direct phone and email in the contact bar - never an info@ address - then export to PDF on A4 or Letter with background graphics on so the layout survives email.

Capability statement example: filled in

The template ships with a complete example from Meridian Engineering Consultants, a fictional 45-person civil and environmental engineering firm. Here is how its core competencies and one past-performance entry read:

Notice what the entry does: the role is unambiguous, every claim is a number an evaluator could verify, and the client is named. Copy that density for each of your own projects.

Source each section from your project data, not from old proposals

The slowest way to build a capability statement is archaeology - digging facts out of the last proposal that mentioned each project. Map the template’s fields to structured records you keep once:

What the procurement officer checks first

Before anyone reads your prose, a contracting officer or prime scans for disqualifiers. In the first pass they look for:

  • The codes. A federal-facing statement with no UEI, CAGE, or NAICS forces the reader to email you before they can act - most will not.
  • Recency of past performance. A newest project three or more years old reads as a firm in decline. EU authorities may require works from the past five years and services from the past three (Directive 2014/24/EU, Annex XII); US buyers verify records through SAM.gov.
  • Relevance. Competencies and projects that match the advertised scope, not a generic capabilities list.
  • One page. Multi-page statements get skimmed as if they were one page, or discarded. If you are short of space, cut a past-performance entry before you shrink the font.
