Every EU member state’s transposition of Directive 2014/24/EU lets contracting authorities require evidence of “technical and professional ability” - in practice, a list of comparable projects delivered in the last three to five years. Miss the threshold and your bid is excluded before anyone opens your price.

The reference list is a gate, not a formality
